2025: Sentence - seven years in prison with a fine of ₽700 thousand
On January 23, 2025, the Kyzyl City Court convicted a group of former high-ranking officials of the Tuva government for fraud in the purchase of medical masks worth ₽22,4 million.
According to TASS, the former Deputy Prime Minister - Minister of Justice of Tuva Aya Oyun was sentenced to seven years in prison with a fine of ₽700 thousand and a three-year ban on work in state bodies. The official is also stripped of all state awards.
Former Minister of Economy of the region Elena Karataeva received five years in a general regime colony and a fine of ₽500 thousand, and the former Deputy Minister of Finance received five years in a colony and a fine of ₽600 thousand. Both are prohibited from holding public office for three years.
According to the publication, the former head of the republic's tourism information center was sentenced to three years in prison and a fine of ₽200 thousand with a ban on working in state bodies. Taking into account the previous conviction in the bribe case in 2022, his term was increased to eight years in a maximum security colony.
According to the case file, in June-July 2020, the convicts created a scheme for embezzlement of budget funds allocated for the purchase of medical masks for election commissions during the all-Russian vote on amendments to the Russian Constitution.
Officials prepared fictitious documentation on the supply of protective equipment, transferred the money to the entrepreneur's account and subsequently cashed it out. The actual purchase of masks was not carried out, and the funds were distributed among the participants in the scheme.
The prosecutor's office of Tuva found that the accused used their official powers to create the appearance of legal use of budget funds. Having distributed the duties among themselves, they organized a criminal scheme with the aim of stealing public money.[1]
