As TAdviser discovered, the FCS decided to transfer to Russian software a centralized version of the software tools of the automated system for managing abnormal situations in the operation of information systems of customs authorities. In the 20th of January 2025, the subordinate structure of the FCS - the Central Information and Technical Customs Administration (CITTU) - conducted a request for prices for migration work[1].
From the technical assignment published in the UIS "Procurement," it follows that the supplied software should include a license for the system core covering service and process management. In particular, under a registered license, provide access on an ongoing basis to 50 employees who ensure the handling of emergency situations in the operation of information systems, to management practices: incidents, service requests, events, configurations and data analysis.
And on the basis of a competitive license, provide access to 250 employees who ensure the handling of emergency situations in the operation of information systems to similar management practices.
Additionally, within the framework of the project, the Service Desk function is automated, indicated in the terms of reference. At the same time, measures to organize a single point of interaction and coordination of the activities of suppliers and recipients of services within the framework of various processes of the Service Desk division are carried out by the customer independently.
Users of the automated system for managing abnormal situations in the work of information systems of customs authorities are information and technical divisions of CITTU, regional customs departments, customs, directly subordinate to the FCS and subordinate customs authorities. And the users of the services provided by them are customs authorities, including the Central Office of the FCS, regional customs administrations and subordinate customs authorities, Central postal customs, etc.
What specific domestic decision the department would like to transfer the system to is not specified in the terms of reference. The main thing is that it is registered in the register of domestic software. And in the requirements for the data warehouse for reporting purposes as part of the data analysis process, the terms of reference specify the PostgreSQL DBMS.
Among the works to be performed by the contractor within the framework of the project is integration with an integrated monitoring system and formation of the customer competence center by processes and system.
At the same time, as follows from the tender announced at the end of December 2024 for technical support of the centralized version of the software tools of the automated system for managing abnormal situations in the work of information systems of customs authorities, it is built on the basis of the HP Service Manager 9.60 platform and uses the HP Connect-IT 9.80 software product in its work[2].
The Terms of Reference for this purchase describes Service Manager 9.60 as a specialized platform for automating IT management processes, "according to the library of the world's best experience ITIL 3." And HP Connect-IT 9.80 is an independent software component for providing information exchange of HP software products, including HP Service Manager 9.60, with each other and with external systems.
Note that the FCS was also interested in import substitution of this system in 2022. So, in August 2022, the department already requested quotations for the migration of the centralized version of the software of the automated system for managing abnormal situations in the work of information systems of customs authorities to Russian software.
