2025: Appointment as Head of the Ministry of Ministry of Digital Development of Kyrgyzstan
At the end of January 2025, 37-year-old Azamat Zhamangulov was appointed the new head of the Ministry of Digital Development of Kyrgyzstan. He replaced Nuria Kutnaeva, who headed the department since September 2023.
The decree on changing the head of the Ministry of Digital Economy was signed by President of Kyrgyzstan Sadyr Japarov, and on January 29, 2025, Deputy Chairman of the country's Cabinet of Ministers Edil Baysalov introduced Azamat Zhamangulov to the staff of the Ministry of Digital Development as the head of the department. The reason for the change of the IT Minister of Kyrgyzstan is not reported.
Earlier, Azamat Zhamangulov was previously the head of the department of mobile financial services at Alfa Telecom CJSC (MEGA) and chairman of the board of OSO KyrgyzMobailkompany. Zhamangulov's area of responsibility included the comprehensive development of the MegaPay service and the promotion of state digital solutions.
The new head of the Kyrgyz Ministry of Digital Ministry of Digital Development will have to implement the Concept of Digital Transformation of the Republic until 2028. The document includes the creation of convenient online services for citizens and businesses aimed at automating business processes in government agencies, improving electronic interaction and data exchange.
Among the key tasks are the introduction of a digital platform for monitoring the implementation of decisions made and the launch of new business processes, as well as increasing the digital competencies of state and municipal employees. Particular attention is paid to simplifying the interaction between the state, society and business through the introduction of digital services such as G2C and G2B. The plans also include the creation of an integrated digital medical record, automation of the process of admitting children to educational institutions and digitalization of social benefits, labor and employment, as well as agriculture.[1]
