2025: Obtaining a certificate from Rosstandart

The intelligent software and hardware complex "Ether," which determines the events of exceeding the noise threshold, has been certified by Rosstandart. By Order No. 51 of January 14, 2025, the complex was officially approved as a "type of measuring instrument." The developer of "Ether" is "ITB Soft," owned by the company "Information Technologies of the Future." The developer announced this on January 29, 2025.

The 12-kilogram complex is a camera with four directional microphones. The PAC simultaneously receives and processes information from microphones and the video module, determining the source of increased noise based on the analysis of the phase shift from the level peaks. The sound volume measurement range is 60-120 dB. The camera recognizes the state registration mark of the vehicle, performs photo and video recording of the sound source, transmits measurements online for monitoring and control purposes to the relevant authorities. PAC has a built-in climate control system to combat icing and infrared illumination to record violations in the dark

According to the vice-mayor, the Moscow complex will reduce noise on Moscow roads and increase the comfort of life in the city. At this stage, "Ether" will be used only for testing, monitoring and selection of optimal places for installation. After the approval of the amendments to the Code of Administrative Offenses of the Russian Federation, the authorities will be empowered to set penalties from 5 thousand to 30 thousand rubles. for exceeding the noise threshold. The bill was introduced Moscow City Duma State Duma as part of the order Sergey Sobyanin and adopted in the first reading on July 20, 2023. After making changes to the code, the city authorities will approve a regulatory act in which they will record the maximum noise levels. As of January 2025, the noise limit is spelled out in the technical regulations of the Customs Union on the safety of wheeled transport vehicles and is 96 dB for cars cars and motorcycles.
