The company "R.O.S.T.U." has completed a project to automate the state order system in the Altai Republic on the basis. As "BIS-State Order" a result of the implementation of the system, the participants state in the order process - employees of the authorized body - Ministry of Economic Development and Investment of the Altai Republic and State customers - function in a single information space. The legal significance of the created electronic document flow is given by the functionality of the system, which ensures the signing of all types of electronic documents with an electronic digital signature.
The procedures for planning the state order, preparing documents for the procedure for placing and monitoring the execution of the state order of the Altai Republic have been automated. In addition, the possibility of using the functions of managerial control of the order procedure in BIS-State Order will optimize the activities of the Ministry of Economic Development and Investment of the Altai Republic. Namely, the system has the possibility of forming execution orders with the appointment of a responsible person for its execution in connection with the key dates of the procurement and the possibility of monitoring the execution of orders in the context of responsible employees.
The introduction of the BIS-State Order system took place in the context of a change in legislation regarding the implementation of public procurement, namely, in the context of the transition to electronic auctions through electronic trading platforms. In this regard, during the implementation of the project, information interaction was established between the ETP and the BIS-State Order system.
Currently, taking into account the mandatory publication of all information on procurement on the unified federal portal of http://zakupki.gov.ru from January 1, 2011, work is underway to ensure the interaction of BIS-State Order with the unified Official Website of the Russian Federation on the Internet to place information on the placement of orders for the supply of goods, work, and the provision of services.
