2025: Registry Launch

On February 5, 2024, the Ministry of Internal Affairs (MVD) of Russia launched a register of controlled persons for foreign citizens illegally staying in the country. The register provides for a number of restrictions on rights and freedoms up to and including expulsion from the country.

According to Interfax, foreign citizens will be in the register until they are expelled from the country or until their legal situation in Russia is settled. The grounds for entry into the register are the expiration of the period of temporary stay, temporary residence permit, residence permit, patent or work permit.

Digital register of foreigners who are illegally located in Russia launched

Persons entered in the register are prohibited from changing their place of residence without the permission of the internal affairs bodies, traveling outside the subject of residence, acquiring and registering real estate and vehicles, marrying and establishing legal entities. Restrictions on opening bank accounts and conducting transactions are also introduced.

The Ministry of Internal Affairs of Russia has established a ban on the admission of minor foreigners illegally in the country to educational institutions. Controlled persons are limited to the right to drive vehicles, including the refusal of admission to exams and the issuance of driver's licenses.

For repeated violation of the established restrictions and prohibitions, foreign citizens are subject to deportation with placement in a special institution of the territorial body of the Ministry of Internal Affairs of Russia. The ministry has developed a system for checking the presence of information about foreigners in the register through the official website of the department and the portal of State Public services.

Administrative responsibility has been established for the provision of services to foreign citizens from the register of controlled persons. Fines for citizens will range from ₽2 to ₽5 thousand, for officials - from ₽35 to ₽50 thousand, for companies - from ₽400 to ₽500 thousand. Information on the entry of a foreign citizen into the register is updated on the website of the Ministry of Internal Affairs of Russia every four hours.[1]

In September 2024, it became known about the decision Home Affairs Ministries Russia to create a digital register of illegal migrants. This initiative involves the introduction of a number of significant restrictions for persons included in this list, including a ban on marriage, driving and the use of banking services.

According to reports, RBC the first deputy head MINISTRY OF INTERNAL AFFAIRS Alexander Gorovoy revealed the details of the upcoming restrictions for illegal migrants. In addition to the already mentioned prohibitions, persons included in the register will not be able to dissolve marriages, register property and register children in educational institutions.

A digital register of illegal migrants is being created in Russia

The register of controlled persons is scheduled to be launched in 2025. It will include information about migrants subject to the new expulsion regime, including those who do not have legal grounds to stay in Russia or have committed offenses.

Additional restrictions will be introduced for persons entered in the register. They will be banned from purchasing real estate and vehicles, taking loans, and freely moving around the territory of Russia. There will also be a limit on spending funds from existing bank accounts - no more than ₽30 thousand per month.

The Ministry of Internal Affairs will determine the procedure for applying and terminating the expulsion regime, as well as monitor persons included in the register. Migrants on the list will be required to inform police of their whereabouts, including sending geolocation photos .

Law enforcement officials will receive expanded powers to collect information about persons on the register, including access to bank, tax and trade secrets. They will be able to monitor migrants, use the data of their mobile devices and gain access to residential premises where such persons live or are located.[2]
