2024: Blocking 9.5 million non-verified SIM cards
The Federal Service for Supervision of Communications, Information Technologies and Mass Media (Roskomnadzor) in February 2025 spoke about the work of the Identification Module Status Control System (KSIM). It provides verification of subscribers' information, taking into account the data of the Ministry of Internal Affairs, the Federal Tax Service and the ESIA.
According to TASS, in the period from May to December 2024, telecom operators verified information about 22.4 million numbers belonging to 11.2 million foreign citizens. Successful re-identification was carried out by 6 million foreigners who own 12.9 million numbers.
As a result of the inspections, contracts for 9.5 million numbers belonging to 5.2 million foreign citizens who did not pass verification were terminated. In 2024, 4.8 million foreigners signed new contracts for mobile communications services, who purchased 7.6 million SIM-cards.
An analyst at the profile Telegram channel abloud62 Aleksei Boyko considers it possible to clear the market from illegal SIM cards to indicators above 95%. This will require lengthy efforts in the field of state control over operators and modification of legislation.
As told to Kommersant in Tele2, most of the requests for reconciliation through the KSIM system are associated with the expiration of customer passports, which they did not notify the operator. In such cases, the system automatically sends the number for re-identification.
The VimpelCom company notes that most of the customers who have encountered number blocking successfully go through the data verification procedure and resume using communication services. Alexey Slukin, editor of the Telekommunalka Telegram channel, emphasizes that blocking SIM cards will complicate the schemes of the illegal market, but will not be able to completely eliminate it.
All mobile operators have connected to the KSIM system. If false information is identified, Roskomnadzor sends requests to operators about the need to clarify these subscribers.[1]
