2025: Arrest in money fraud case TFCMI

On February 6, 2025, it became known about the detention of the chief physician of the republican perinatal center of Ingushetia, Madina Khutieva. She is accused of fraud with the finances of the Territorial Compulsory Health Insurance Fund will last.

According to TASS, searches were carried out in the medical institution, as a result of which a criminal case was initiated. The chief accountant of the center is also involved in this case, in respect of which a preventive measure in the form of house arrest has been chosen.

The press service of the Supreme Court of Ingushetia reported that in 2022, the leadership of the perinatal center, together with a private entrepreneur, organized a scheme to steal extra-budgetary funds from the TFCMI allocated for the provision of medical care under the compulsory health insurance program.

The scheme was implemented by concluding direct contracts with a single supplier for the purchase of inventory without conducting mandatory competitive procedures. Despite the supplier's failure to fulfill its contractual obligations, the center's management signed acceptance and payment documents.

As a result of illegal actions, ₽8,7 million of the funds of the medical institution were transferred to the entrepreneur's account. The suspects disposed of these funds at their own discretion.

Initially, the court chose a preventive measure for the chief physician and accountant in the form of house arrest. However, the decision against the head of the medical institution was later revised, and she was detained for the period of the investigation.

Law enforcement agencies continue to investigate the criminal case, within the framework of which all the circumstances of the crime committed are established and possible accomplices of the illegal scheme are identified.^[1]
