2025: Sentence - a fine of 3 million rubles for bribes in exchange for fake disability certificates
The former head of the branch of the bureau of medical and social expertise Yelets was convicted of receiving bribes of ₽370 thousand. This was announced on February 10, 2025 by the Investigation Department of the Investigative Committee of Russia for the Lipetsk Region. According to the investigation, in 2021-2022, he issued fake disability certificates for money. Illegal payments made it possible to receive the status of disabled people who did not have the right to it. According to the Gorod48 newspaper, the verdict was passed against 61-year-old Oleg Kartashov.
According to RBC, corruption crimes were identified in cooperation with employees of the Department of Economic Security and Anti-Corruption of the Ministry of Internal Affairs of Russia in the Lipetsk Region.
According to the investigation, the convict received illegal remuneration both directly and through intermediaries, accepting payment in cash and food. The court found him guilty of four episodes of receiving bribes in a significant amount in accordance with part 2 of article 290 of the Criminal Code of Russia.
According to the publication, as a punishment, the court imposed a fine of ₽3 million. Additionally, the former official is prohibited from holding positions in state bodies carrying out medical and social expertise for three years.
Materials in relation to bribe-givers and persons who acted as intermediaries in corruption schemes are separated into separate proceedings for conducting an investigation and determining the legal qualification of their actions.
The practice of illegally issuing disability certificates poses a serious threat to the welfare system. Such crimes not only undermine trust in state institutions, but also damage the social support system, diverting resources from people who really need state help.[1]
