2025: System Launch

In February 2025, it became known that the "Unified Personnel System" for civil servants was put into operation in Kazakhstan. The launch was reported by the Agency for Civil Service Affairs of the country. Before implementation, the system underwent pilot testing in 2024.

According to the Department of Digitalization and Archives of Akmola region, the new information system helped structure and automate personnel work, leading it to unified standards.

Unified IT personnel system for civil servants launched in Kazakhstan

President of Kazakhstan Kassym-Jomart Tokayev made changes to the decree on de-bureaucratization, according to which all state bodies are obliged to switch to automated personnel processes using the new system by the end of 2025.

As part of the implementation of the system, on January 10, 2025, a presentation session was held in the format of a videoconference for human resources specialists of central and local state bodies. The system developers answered questions from future users.

The unified personnel system ensures control over the fulfillment of the duties and instructions of the president, compliance with official powers, discipline and ethical standards, as well as the implementation of the restrictions established for civil servants.

The system also regulates the process of redistributing positions between departments. Such changes are possible only by decision of the government, with the exception of cases of emergency, the creation of new bodies, changes in the administrative-territorial structure and direct instructions of the president.

The mandatory use of the system exempts the presidential administration, government apparatus, parliament, judicial administration, law enforcement agencies, the Ministry of Defense and departments with less than 100 employees.[1][2]
