2014: "Forecast" will teach to reveal far off Accounts Chamber of violation in state exams

"Forecast" will develop a prototype and will design an information and analytical system of remote carrying out external state audit which will provide the automated identification of violations in financial and economic activity of federal state agencies (FOIV) on the basis of the analysis and data processing from their IT systems for Accounts Chamberof Russia. The contract with the company for accomplishment of these works was signed in the fall of 2014, and is going to complete them by April of the next year

In the project documentation it is noted that a considerable part of information which the staff of Accounts Chamber uses in the course of audit at direct stay on objects and also receive by requests, it is stored and processed in IT systems of objects of audit. Having automated receiving and the analysis of these data, the Accounts Chamber expects to increase efficiency of the activity.

For identification of violations by data processing from IT systems of a federal executive authority algorithms of the automated identification of violations without the need for manual execution of operations by the staff of Accounts Chamber should be implemented, it is specified in requirements to a system. At the same time at detection of violations there has to be notification of the user of a system.

The IT system for remote audit will be able automatically to receive and analyze data of their federal executive authority systems and to notify Accounts Chamber on possible violations in their financial and economic activity.

Also at system development the mechanism excluding duplication of information requests and a possibility of setup of frequency of change of information for the purpose of its automatic receiving from data sources should be provided.

On each type of the violations revealed by way of data processing from federal executive authority IT systems algorithms and calculation formulas of indicators should be developed and described and also frequency of implementation of calculations is defined. Besides, the possibility of change of algorithms and methods of calculation of violations manually by the user should be provided in a system.

In addition to data access of IT systems of a federal executive authority and the automated identification of violations, from a new IT system it is required to provide formation of the single interface of access to all data in IT systems of the most Accounts Chamber. Also it is required to provide information and technology support by creation of the regulating documents defining an order of use of IT and data from the federal executive authority systems when carrying out audit.

The Accounts Chamber will pay 30 million rubles for development of a sample of a new information and analytical system. According to the results of these works it has to be created by terms of reference on creation of the system which is going to be implemented the separate project.
