Forecast has developed an automated system for monitoring and controlling the implementation of Vnesheconombank's strategy. The project was implemented on the basis of the software tools of the Forecast company - Prognoz Platform.

Vnesheconombank is a national development bank. Project Methodological Framework

Vnesheconombank's strategy provides for the creation of a strategic management system that includes organizational, methodological and information solutions.

The methodological basis of the strategic management system is a balanced scorecard (MTP), which ensures the translation of Vnesheconombank's mission and strategy into a set of key performance indicators (KPIs), the importance of which can be monitored. To automate the monitoring and control of the strategy, modern analytics and reporting tools are needed.

Project objective

The purpose of the development is to provide Vnesheconombank management with information on the planned and actual values ​ ​ of the bank's KPIs and its independent structural divisions, on the progress of implementation of strategic initiatives (more than 100 measures and projects of the strategy implementation plan) aimed at achieving the strategic goals of Vnesheconombank, as well as on the values ​ ​ of the main financial and non-financial indicators of Vnesheconombank.

Major difficulties

Currently, Vnesheconombank has identified more than 400 main financial and non-financial indicators of the bank's divisions and more than 300 KPIs of the bank and independent structural divisions. A number of key figures are presented with different analytical sections, for example, by industry, region, etc.

Key features of the project

In 2012, in the interests of Vnesheconombank, Forecast specialists developed a software and technology complex for monitoring and controlling the implementation of the Bank's Development Strategy based on a balanced scorecard and an automated repository of data from Vnesheconombank's main financial and non-financial indicators. The project was called "Spectrum."

The software package provides a view of the key performance indicators of the bank's MSP and MSP of independent structural divisions, provides the opportunity to monitor the implementation of strategic initiatives that make up the plan for the implementation of Vnesheconombank's Development Strategy. The multifunctional software package contains tools for setting algorithms for calculating indicators, data sources for which are automated bank systems. In addition, the Spectrum system includes tools for setting up form templates and schedules for collecting data from self-contained business units. Another useful feature is monitoring and monitoring the timeliness of updating information.

The notification subsystem built into the complex allows you to configure the rules for sending notifications when significant events approach (for example, the timing of collecting reporting by indicators). It integrates with the internal bank postal system to inform employees in a timely manner. The system has two levels for different user groups. The analytics interface is focused on entering the values ​ ​ of indicators and data on the progress of strategic initiatives, creating analytical reports for provision to management.

The manager's interface for the bank's management and managers of independent structural divisions includes information panels for monitoring key performance indicators, displaying strategic maps of Vnesheconombank and its divisions, information on the progress of implementation of strategic initiatives and individual goals of the bank's managers.

Prospects for the development of the system

In the course of further work, it is planned to expand the capabilities of the system. Thus, it will be possible to generate analytical reports personally at the request of management, display analytical reports in the mobile offices of managers, as well as display information on the effectiveness of the main business processes.

In addition, the plans include the formation of a knowledge base (with the display of analytical reports in the Spectrum) and the creation of the Vnesheconombank situation center based on the information contained in the Spectrum system.

Project results

strategic management system ensures that the Bank's Strategy is presented in the form of set goals, which, in turn, are detailed to measurable indicators," says Vladimir Andrianov, Director of the Strategic Analysis and Development Department of Vnesheconombank. "The implementation of the system allows management to monitor deviations from the target values ​ ​ in a timely manner and make decisions about the need for certain adjustments."
