2025: FGIS Launch
The Federal Antimonopoly Service of Russia in March 2025 announced the launch of the federal state information system "Tariff" in pilot mode on the digital platform "Gostech." The project partners were regional regulators from the Republic of Tatarstan and the Chelyabinsk region. According to the department, the new system will be applied to regulate and control tariffs in the areas of water supply, sanitation and heat supply.
According to ComNews, the FAS is developing the system together with the Ministry of Digital Development, Communications and Mass Media of Russia. According to the press service of the service, all processes for approving tariffs, considering tariff applications and monitoring investment programs in the field of housing and communal services will be transferred to electronic format on the basis of the new FSIS. This approach, according to the department, will reduce paper flow and reduce the burden on regulatory authorities.
FGIS "The FAS reported that in 2025, within the framework of the FGIS "Tariff," it is planned to launch modules that provide digital registration of expert opinions and tariff applications. This applies to areas such as:
- heat supply;
- water supply;
- water disposal;
- solid municipal waste management.
As explained in the department, integration into Gostech will ensure the unification of procedures and standardization of the requirements for setting tariffs. After the pilot launch, according to the FAS, the system will be scaled up to all subjects of Russia. It is planned that tariff regulators in each region will be obliged to use the FGIS "Tariff" in their work.
The FAS press service clarified that the further development of the platform will be aimed at expanding the functionality and connecting new participants. At the same time, control over investment programs in the housing and communal services sector will also be carried out within the framework of this system.[1]
