Sergei Mukhin was born in the city of Shchekin in 1983.
Education
He graduated from the Medical Institute of Tula State University, was trained in clinical residency in cardiology.
Career
2007-2004
In the medical field, Mukhin has been working since 2007. In 2019, he was appointed deputy chief physician of the Tula Center for Disaster Medicine, and in the spring of 2020 he became its head. Mukhin coordinated the actions of infectious teams in the midst of the COVID-19 pandemic, and also participated in the development of routing of patients with the COVID-19 coronavirus. In 2024, he was appointed Deputy Minister of Health of the Tula Region.
Under the leadership of Mukhin, the process of centralizing the regional ambulance service was completed. The unification of district units and the creation of stopping points in remote settlements brought medical care closer to residents and accelerated the arrival of emergency call teams. The experience of the Tula Center for Disaster Medicine is recognized as one of the best in Russia and is included in the service of the best regional practices of Smartek of the Agency for Strategic Initiatives. For many years of conscientious work and merits in the field of health care, Mukhin was awarded the Luka Krymsky Medal.
2025: Appointment as Minister of Health of the Tula Region
On March 26, 2025, Sergei Mukhin, who previously served as deputy minister of the department, was appointed Minister of Health of the Tula Region. The governor of the region Dmitry Milyaev announced the personnel changes.
As Minister of Health of the Tula Region, Mukhin will replace Mikhail Malishevsky, who has been acting since July 2023.
