To improve uses of the CU and special equipment, the "Kirovo-Chepetsk Department of Construction Plus To" company started the project on system implementation of a GLONASS/GPS of monitoring of Avtotreker transport. This system had to provide complete and exact calculation of car mileage and control of fuel consumption. Respectively, key requirements to an aircraft equipment became: broad functionality, minimum error of accounting of fuel, reliability and vandaloustoychivost. Besides, the customer attached great value to simplicity and ergonomics of the user interface automated workplace of the manager, flexibility and functionality of the server software.

Within the project the corporate dispatching center was created, at the same time several tens of the CU of different types were connected to a monitoring system: lorries, buses, construction special equipment.

Careful study of the electronic cards used when planning routes and visualization of location and relocations of the CU became the most important feature of the project. It allowed to work and optimize in details routes of the movement, it is easy to reveal unauthorized parking and is informative to interpret data of monitoring, in particular, to identify actual reasons of idle times when unloading and loading. As a result of implementation the company could see a real picture of load of cars, objectively estimate scales of abuses and reveal reserves of increase in efficiency. Economic effect was mentioned after the first month of operation of a system. So, on many the CU decrease in fuel consumption due to reduction of run reached 40%. At the same time the payback period of a monitoring system made eight months.

Besides, based on a monitoring system the customer completely changed the system of motivation and employee benefits, having achieved that drainings of fuel, additions in waybills and other abuses became simply unprofitable. In particular, drivers earn the monetary reward both for the acquired time and for an overexpenditure of hours. The combination of objective control and the transparent system of encouragement quickly led to notable increase in discipline of drivers.

Having estimated effect of use of monitoring of transport, "The Kirovo-Chepetsk management of construction plus To" planned continuation of the project. So, until the end of 2011 about 150 more CU will be connected to the Avtotreker system. Further equipment by the equipment "Avtotreker" of all transport park is possible.

It is important how these data are interpreted. Many types of processing it is possible and it is necessary to automate, and it is fully implemented in the Avtotreker system. But identification of the reasons of the noticed anomalies requires participation of people. This project shows as far as detailed qualitative digital maps can expand possibilities of such analysis. And it is an important lesson for any enterprise implementing a monitoring system. One more important point – replacement of abuses of economic mechanisms. In the long term it is much more effectively than punitive measures, it confirms also this project. The Russian enterprises should pay more attention to positive motivation of fair work. And the monitoring system without any additional costs gives a necessary original informatin for such such system of creation in transport divisions".
