2025: Arrest for Electronic Signature Fraud
On April 15, 2025, the Agency of the Republic of Kazakhstan for Financial Monitoring (AFM) announced the detention of the former director of the digitalization and public services department of the Ministry of Agriculture of the region, Bauyrzhan Aimbetov. He is a defendant in a criminal case on the theft of a state subsidy intended for the purchase of raspberry seedlings.
The investigation is being conducted by the AFM Department in Almaty region. The case was initiated against the ex-deputy of maslikhat Beket Abishev and other persons suspected of embezzlement of budget funds and their further laundering. The investigation established that Aimbetov in the period from 2018 to 2022 took an active part in fraud in obtaining subsidies in the Zhambyl and Turkestan regions.
In particular, the case file says that Abishev and Aimbetov, using electronic digital signatures of 29 peasant farms and documents on the fictitious supply of seedlings of the elite raspberry variety, received subsidies totaling more than 1.5 billion tenge (about 240 million rubles at the exchange rate as of April 16, 2025).
The investigative court in relation to B.S. Aimbetov authorized a preventive measure in the form of "detention" for 2 months. The investigation is ongoing, the report said. |
Earlier it was said that the former deputy of the maslikhat of the Karasai district in order to illegally receive subsidies provided fictitious documents to the Department of Agriculture of the Almaty region on the purchase of raspberry seedlings of the elite variety "Reward" in the amount of 947 million tenge. As a result, they illegally received 50% of the allegedly spent funds. To launder these income, the suspects developed a multi-level scheme, which provided for the conclusion with 21 individual entrepreneurs of fictitious contracts for the performance of work on packaging, loading, unloading seedlings without their actual implementation.[1]
