The Duma of Vladivostok passed to an electronic document management system using EDMS Case

In recent years work volume at deputies of City Council of Vladivostok significantly increased. Vladivostok was selected as the venue of the APEC summit (The Asia-Pacific forum of Economic Cooperation) in 2012. In the city active preparation for holding this large-scale action is conducted – the new airport is under construction, new ways are paved, bridges and other objects are built. Besides, in Vladivostok considerable work on improvement of the Charter of the city is conducted. So for last year the Duma gathered for meetings of 16 times, at the same time the number of staff of the Duma was reduced from 47 to 35 people. For optimization of management and the organization of the current work the management of the city and Primorsky Krai pay much attention to transition to electronic document management – as to an effective remedy of management. The most appropriate solution for implementation of electronic document management recognized EDMS "DELO" of Electronic Office Systems company. A system is successfully used more than four years in legislative assembly of Primorsky Krai and more than two years in city administration of Vladivostok. System implementation of electronic document management constantly extends, so in 2010 installation of 70 jobs was executed and start of a system in trial operation in administration of Primorsky Krai is performed.

For a possibility of work with electronic documents in City Council it was decided to create the automation system of legislative activity (ASLA). As the platform for which creation the electronic document management system "CASE" is selected. By this moment registration of all arriving documents in the CASE system is already implemented. All documents connected with legislative activity are created and sent to deputies in electronic form, and at the same time, join in the agenda of the forthcoming meeting. In the course of holding a meeting deputies of the Duma receive necessary documents through SAZD. In case of change of the agenda of a meeting, information on notebooks of deputies is automatically updated. Thus, using the CASE system in the Duma of Vladivostok transition to work with electronic documents was carried out to the shortest possible time.

"As we also planned, since January 1 the Duma passes to an electronic format of providing documents to meetings. But, as this practice is new to deputies, today, by way of exception, are distributed to attendees as well paper carriers of information", the chairman of the Duma Valery Rozov noted at the first January meeting.

For high quality and efficiency of works, the project manager of electronic document management of Softinformbyuro group Yury Kosobrinov and the programmer of the project Natalya Skrypnik are awarded with certificates of honor. "The Duma of Vladivostok completely passed to electronic document management, meetings of the Duma and committees take place in an electronic format now that opens new opportunities before deputies. For example, it will be possible to work remotely on documents, to make offers and to participate in decision making", reported at delivery of awards Valery Rozov.
