2025: Arrest on bribery charges

On April 18, 2025, the Main Military Investigation Department (GVSU) RF IC announced that the head of the FSBI "" 27 Central Research Institute Ministry of Defence RUSSIAN FEDERATION Andrei Protasov was sent under arrest. He has been charged with taking bribes on a large and especially large scale.

The named enterprise was created in accordance with the decree of the Council of Ministers of the USSR on August 3, 1954. Initially, the institute was entrusted with the development of the first domestic experimental models of computers, the development of the basics of programming, the creation of compilers and computer calculations necessary for the flights of Soviet satellites and interplanetary stations. The Institute is engaged in comprehensive research and implementation of operational tasks in the field of automation and improvement of the automated control system, topogeodetic and navigation support of the Russian Armed Forces, monitoring of promising information technologies, management of rights to the results of intellectual activity.

Andrey Protasov

According to investigators, in 2014-2024, multimillion-dollar contracts with a state customer for the development and implementation of modern technologies were implemented on the basis of the institute. At the same time, Protasov was responsible for the creation of an initiative scientific group that led the establishment of incentive payments. The case file says that from 2020 to 2025, Protasov received bribes on a large and especially large scale from the institute's employees for including them in the scientific group to receive such payments, as well as general patronage in the service.

At the request of the military investigator Protasov, the court chose a preventive measure in the form of house arrest. The investigation of the criminal case, which was initiated under paragraph "c" of part 5 of Art. 290 and part 6 of Art. 290 of the Criminal Code of the Russian Federation, is under control in the GVSU.[1]
