Completion of parking space management automation

Rosatom Infrastructure Solutions JSC (RIR, part of the State Corporation Rosatom"") has completed the key stage of the integration digital system for managing parking space Ufa state with services. The project implemented by order city administration made it possible to put the administration and control processes into fully automatic mode. RIR in this project acted as an equipment vendor, developer software and system integrator. Rosatom announced this on January 16, 2026.

In 2025, work was finalized to create a single digital parking space circuit. The main feature of the updated system was deep integration with databases of federal and regional departments, including the Ministry of Internal Affairs, Russian Post, GIS GMP, FSSP and the Digit VIS platform. Setting up interdepartmental electronic interaction made it possible to minimize human participation in administration processes: the software complex independently exchanges data, records transactions and checks information through secure communication channels. The operator of the system is the municipal institution for the improvement and maintenance of parking spaces in Ufa.

The introduction of intelligent algorithms has significantly simplified the use of parking for preferential categories of citizens. The software automatically accesses the Digit VIS platform and other registers to confirm user status. As of January 2026, 114 thousand people are registered in the system, of which 84% are active users. The right to free parking is used by 9.8 thousand residents of the Republic of Bashkortostan, including more than 4 thousand people with disabilities, over 3 thousand war veterans, as well as large families and owners of electric vehicles. With the introduction of automated services to obtain benefits, it became enough for a resident to undergo official registration in the system, after which rights are verified without additional bureaucratic procedures.

The technological basis of the project was the domestic developments of the City Technologies company (part of the RIR control loop). Hardware complexes, cameras, software core, mobile application and web portal are included in the Register of Russian software.

As Oleg Khmarin, Head of the Department of Transport and Communications of the capital of Bashkiria, noted, increasing the level of automation of parking in Ufa has become an ambitious task, the solution of which radically simplified the life of citizens. According to him, now veterans and people with disabilities receive benefits remotely, without queues and collecting certificates. In addition, the system provides automatic verification of violations, which eliminates human errors and increases the transparency of administration. The representative of the administration also stressed that thanks to the introduction of an automated system, it was possible to significantly reduce the chaos of parking on the streets of the city, and expressed confidence that the further development of the project will continue to increase the comfort of the urban environment for Ufa residents.

Launching a smart parking system

Rosatom Infrastructure Solutions (RIR, division of Rosatom State Corporation) has become a technological partner of the Ufa City Hall in creating a system for managing urban parking space. RIR supplied the software, developed an Internet portal and a mobile application for residents, software and hardware complexes for photofixing their own production. Rosatom announced this on April 28, 2025.

Several years were systematically preparing for the organization of a single parking space in Ufa. The main goals ― to unload the road network, streamline parking and increase the comfort of movement for everyone: pedestrians, cyclists, public and personal transport.

As part of the creation of the system, mobile and stationary complexes of photo and video recording of violations and monitoring of ULTRA vehicles were installed. The direct developer and manufacturer of the complex is a Skolkovo resident ― the Infotranslohistik company (part of the RIR). In real time, the complex, recognizing registration plates, records violations of stopping and parking of vehicles, violations of the rules of improvement and payment in parking areas.

The operator of the parking space was the municipal budgetary institution for the improvement and maintenance of car parking spaces in Ufa.
