The center of information technologies and consulting Parus announced on February 18, 2013 end of the first stage of the project of creation of complex ISU for JSC NIIAA.

Dynamics of progress

The Deputy General Manager for Economics and to finance of JSC NIIAA Alexey Sergeychuk noted: "Planning process and accounting in projects is lifted to new level. A system allows to make quickly and qualitatively, including indirect costs, accurately to estimate calculation of costs for accomplishment of orders profitability of orders, to optimize costs and terms of execution of works. Therefore the information system is for us the effective instrument of support of acceptance of the management decisions directly influencing financial and economic indicators of activity of the company".

The solution allowed to exercise in a uniform information field control of finance, economic planning, personnel and time keeping, payroll, preparation, approval and accounting of agreements with customers, subcontractors and suppliers. Budgeting is performed by divisions, contractors and orders. At the same time the possibility of the automated replanning and formation of operating budgets taking into account actual data is implemented.

The second stage of the project in NIIAA to an information system it is going to connect accounting circuits, and further - management of pilot production.

2016

In JSC Research Institute of the Automatic Equipment of a Name of the Academician V.S. Semenikhin (JSC NIIAA) at the beginning of 2016 the project of complex automation of financial and economic activity based on software "PARUS" is complete.

Within the project planning and accounting in projects, purchase management, by a warehouse and implementation, time keeping, personnel management and payroll, management of finance, agreements, accounting, management of business processes are automated.

Nearly a half of employees of the enterprise works with the PARUS-Enterprise 8 system: 450 people at the total number of personnel of scientific research institute a little more than one thousand people. The main users are economists, financiers, accountants, the staff of personnel department and settlement group — work from win-versions of a system. Top managers of the enterprise and chief designers of projects use the web solution based on software "PARUS" having ample opportunities of visualization of reporting and analytical data on work of institute.

In a project deliverable the accuracy of planning of the current activity of institute, efficiency of informing divisions contractors and the managements about a status of orders for the subsequent decision making is increased. Control is provided: actual costs on projects by cost items and structure of the price, financing of projects, terms and quality of execution of works on projects, security of wage fund of divisions, management of payments on state defense orders, observance of annual limits by articles of the overhead budget, limits of budget items at a funds expenditure.

Overhead management is implemented: any request for overhead costs, for example, of IT service, equipment procurement and software, meeting rooms, etc., is registered in a system and belongs on sources of emergence of costs. Cost analysis allows to translate expenses which source of emergence are orders, from category of delivery notes in straight lines.

Use of opportunities of the web interface and transition to an operation mode with electronic document revisions and electronic approval allowed to reduce significantly runtime of works in which a large number of employees (time keeping, payroll distribution by orders) was involved, at full save of control of these processes.

After reorganization and inclusion of "NIIAA" in 2014 in the structure of United Instrument Manufacturing Corporation holding of Rostec state corporation it was required to perform integration with the accounting systems of Rostec for the purpose of control of payments. Today accurate data exchange between AS "Uniform corporate treasury" of Rostec state corporation and a system PARUS is adjusted.

The convenient mechanism of management of payments was developed for fulfillment of requirements of law No. 275-FZ of 12/29/12 "About the state defense order", in particular, the condition of collecting in electronic form of the accompanying documentation to each payment on state defense order for payment confirmation of accounts is satisfied. Management of payments from special accounts, including on the salary and taxes is provided. The Budget of Cash Flow (BCF) was brought into accord with the format used in Rostec state corporation. Functions of control and planning of payments according to government contracts, planning and separate accounting of results of FHD by projects are implemented. Distribution and overhead control taking into account the cost estimate, limits, conditions of the signed agreements and the related payments are automated. Economists receive a transparent picture of formation and expense allocation with a possibility of transition to the primary document for obtaining the detailed information.
