2025: Arrest in the case of fraud with state subsidies for the production of materials for electronics

On May 12, 2024, it became known that the former general director of Monocrystal JSC Oleg Kachalov was arrested as part of a criminal case on fraud with state subsidies. The heads of two other divisions of the plant were also involved in the investigation.

The Monocrystal enterprise, which is a subsidiary of the diversified industrial concern Energomer, is engaged in the production of sapphires for the light-emitting diode and consumer electronics industry, as well as metallization pastes for solar power. The company's website says that it exports over 98% of its products to more than 25 countries. The Energomer concern also includes LLC Monocrystal Paste, LLC NP Monocrystal, JSC Belgorod Sapphire Plant Monocrystal and other organizations.

According to Interfax, referring to information received in law enforcement agencies, the criminal case refers to the embezzlement of more than 2 million rubles from funds allocated by the Ministry of Industry and Trade. Money in the amount of 494 million rubles was provided as part of state support for the creation of a high-tech, export-oriented production of special semiconductor materials - silicon carbide plates for power electronics and other areas. If the targets of the project are not met, the company is obliged to return the funds received.

According to Interfax, in addition to Kachalov, the general director of Monocrystal Paste LLC Maxim Vlasenko, the general director of Monocrystal Paste Scientific Enterprise LLC Alexandra Bulgakova and the chief accountant of Monocrystal JSC Svetlana Bezrodnova were arrested. The criminal case was initiated under Part 4 of Art. 159 of the Criminal Code - fraud committed by an organized group or on an especially large scale. Such acts are punishable by imprisonment for up to 10 years with a fine of up to 1 million rubles.[1]
