BARS. Web Monitoring of Health Insurance
Information and analytical system "BARS. Web Monitoring of Health Insurance", represents the software package intended for accomplishment of a problem of process automation of the centralized collecting, processing and control of the standardized reporting information of the medical institutions and medical insurance companies working in the compulsory health insurance system in the territory of the Subject of the Russian Federation.
A system allows:
- prinimatsdavat the reporting from the first;
- control expenditure of means;
- keep track of results of target programs;
- increase efficiency of use of material and personnel resources;
- analyze evident information.
Proposed solution is the Web portal developed on Ministry/department and all organizations subordinated to it and solving problems of automation of acceptance / delivery of statistical reporting within the concept of SaaS (Software as a Service - the software product as service). Thanks to application of the uniform data warehouse, on several orders the labor input of implementation and maintenance of a monitoring system of high-quality indicators of a health care system becomes simpler.
Advantages
1. Creation of a common information space. The Web server, general for the region, to which the BARS is connected "is installed. Web Monitoring of Health Insurance". The staff of accountable organizations can get access to the solution from desktop computers or mobile devices. All indicators are entered and displayed in the system interface online (in case of work via the Internet). Also there is an opportunity for work in offline mode. Administration of a System and introduction of any changes is carried out on a centralized basis.
2. Submission of reports. A system is equipped with the packet of federal and regional report forms, uniform reference books and qualifiers simplifying process of submission of reports. Document flow is arranged: the movement of information happens on a chain, control of timeliness and correctness of introduction of data is exercised. One of the following statuses is appropriated to each report form in the course of filling:
- "Is empty" (the status means that the form was appointed for filling, but did not start its editing yet;
- "Draft copy" (the form is editable);
- "Is filled" (data of a report form are completed with the organization which is handing over the report);
- "Is checked" (data of a report form are checked by the organization which is handing over indicators);
- "Examination" (the form is taken to check by the organization preparing the summary report); "Is approved" (the form is approved by the organization reducing indicators in the closing statement).
3. Analysis. In a System more than 1000 indicators of the industry of health care are analyzed. Processing of these data is performed using OLAP technologies. Any group of indicators can be for this purpose selected from any section. Users can create multidimensional analytical reports simple click of a mouse without involvement of programmers.
Optimal data analysis is promoted by the module "Dashboard of the Head" offered together with a system "to BARS. Web Monitoring of Health Insurance".
It visually displays data of monitoring and shows dynamics of the industry. With its help primary information develops in the key indicators presented in the form of charts, tables, schemes, maps, optimal for perception. They are interactive, and the data which are contained in them can be detailed.
Data can be output by organizations, periods of time, localities. The interface is configured under requirements of the specific user. This mobile tool first of all is addressed to heads: it allows the official to have clear idea of the current problems and progress of the industry and, therefore, to make objective management decisions.
4. Collect the independent reporting. Very often there is a need for the indicators which are not included in basic forms of statistical reporting. The module "Designer" which equips a System allows to create new report forms and analytical reports without involvement of programmers.
Updating of report forms is performed in the "hot" mode without termination of work of the central server and users.
Thanks to it it is possible to collect and analyze operational information from most it is branched out ache networks of organizations within one working day. It is enough to create a template of a report form, to load it into a System, and it will become at once available to all users. Photo and video images can be attached to report forms.
5. Manage compulsory health insurance system resources. The management has continuous access to exhaustive
information on each subordinated organization and on shared state of subordinated network.
Monitoring is performed by all regulated criteria. Are considered distribution
money under the different articles of financing, volumes of financial provision of target programs, reports on expenditure of allocated funds, results of additional medical
help, etc.
6. Perform cross validation of data. Owing to creation uniform for Federal Compulsory Health Insurance Fund, the Ministries of Health and health facilities of space are excluded intended or accidental providing false information.
7. Use the electronic digital signature. In a System the possibility of application of the electronic digital signature (EDS) is implemented. The documents certified by the EDS receive the legal importance, and additional submission of reports in paper form becomes excessive. 8. To quickly carry out expertize and to notify operators by e-mail. In the course of approval of information automatically (by e-mail and means of the System) notifications on any changes in forms and necessary completions are sent to employees.
9. Exclude leak and unauthorized change of information. In a system "BARS. Web Monitoring of Health Insurance" is applied differentiation of access rights of users:
- to a System and its functions;
- to information (each of participants of process of monitoring works only with those digits which belong to its powers);
- to editing and viewing report forms in general and separate sections, columns, lines;
- to execution of operations (change of the statuses, check of coordinations, etc.).
The block of check of making changes in work tables of the database is provided. For each record the following information is saved:
- user name, created record;
- server date and time of creation/change of record;
- user name, changed record by the last;
- the version of record (the number of changes which were made to the document from the moment of its creation);
- mark in a log file about the fact of removal of record.
