2025: Completion of the first two phases

BEL Development Group completed the construction of the first two stages of the Balfort multifunctional center in Kaliningrad for ₽5,1 billion. The territory of the complex development amounted to 3.7 hectares, the project is being built on the basis of historical tennis courts. This was announced by the company at the end of May 2025.

According to Delovoy Kvartal, the first two queues are seven and eight-story buildings with class A offices with a total area of ​ ​ 20.3 thousand square meters. m.

The third stage will include a retail zone and an 84-room hotel, which will be managed by the LEGENDA Hotel Group. A sports cluster with a fitness center, a swimming pool and halls for various sports will also be implemented here.

The Center for the Development of Tennis named after Alexander Volkov will take the central place in the project. Ruslan Nosov, General Director of the development project, noted that the tennis court will become the core of the project. This is traditional Kaliningrad sport for - courts have existed here for about 100 years.

As part of the project, 12 modern tennis courts will appear: 5 for year-round use and 7 more for holding competitions on the street. On the center court with the stands, it will be possible to hold the final games of the competition. The facilities meet the requirements of the Russian and international tennis federation.

Ruslan Nosov stressed that there were no such number of high-level courts in the region yet. Representatives of the Kaliningrad administration expressed confidence that the complex will become a point of attraction for athletes from all over the world.

The deputy head of the city, Yuri Salomokhin, said that few people can boast of courts of this class not only in Russia, but also in the world. He expressed confidence that world tennis championships will be held in Kaliningrad soon.^[1]
