Plans to launch a technology park in 2027
In Kurgan in 2027, an IT technopark will be built, consisting of three complexes. The total investment in this project will exceed 1 billion rubles. This was announced on December 29, 2025 on the air of the Russia-24 TV channel by the governor of the Kurganskaya region Vadim Shumkov.
According to Shumkov, this initiative will bring the region's IT industry to a new level of development. The governor also said that in the region over a five-year period, the number of IT companies increased 6.5 times. To attract investors in the region, support measures are in place, including the provision of free land plots with ready-made infrastructure and compensation for part of the costs of purchasing new equipment. Shumkov said that by 2026 it is planned to create three more industrial parks in the Kurgan region. In addition, a project of a private IT technopark is being implemented for 2.5 billion rubles.
Earlier, the head of the region informed that construction and tooling work on the IT technopark project will begin in late 2025 - early 2026. Next to the technopark in the future, a data center can be built - a specialized building for placing computer equipment and data storage systems.
The technopark will become a logical development of initiatives already implemented in the region. These include IT-Business incubators with symbolic rental rates, as well as the opening of an IT college and IT institute. Training of specialists will be organized at the new site, development in the field of robotics and other high-tech areas will be carried out. It is planned to hold competitions to attract talented specialists and novice entrepreneurs to work and create businesses on the basis of a technopark.
Shumkov also noted that a separate IT center is being built in Kurgan, designed for 250 jobs, with an investment volume of more than 2 billion rubles.[1][2]
Information on the construction of the technopark
Construction IT-technopark in Kurgan will begin at the end of 2025, and investments in the project will amount to about 1 billion rubles. This was announced on June 20, 2025 by the head of the region. Vadim Shumkov
The IT technopark in Kurgan will be located in the actively developing Zaozerny district, where about a third of the city's population lives. Among other things, there are a school with 1,500 places, an adult and children's polyclinics, a new fitness center, five kindergartens.
| We have now brought the design of an IT technopark to the competition, we expect to finish it by December [2025] and immediately announce a tender for construction. We pledge up to 1 billion rubles for construction in budget expenditures. And now we are already negotiating with the management company, which may also participate in this project, - notes Shumkov. |
It is expected that the IT technopark will include three buildings with different purposes - from e-sports to production. It is planned to train specialists at the site, implement developments in robotics and other areas. In the future, a data center is planned to be built next to the facility.
| In our understanding, the IT technology park has a significant, radical difference from just a business incubator. Cheap offices for IT companies are one element, but they are not the most important. Still, we believe that serious research work should be carried out on the territory of the IT technopark, "Shumkov said. |
According to him, in addition to the IT technopark, an IT center for 250 jobs with investments in the amount of more than 2 billion rubles is also being built in Kurgan. It is expected that these projects, taking into account the previously launched IT College and IT Institute (on the basis of Kurgan State University), will give a new impetus to the development of the relevant sphere.[3]
