2025: Construction Approval
ROSATOM approved a roadmap for the construction of the Primorsky nuclear power plant with two power units with a total capacity of 2 GW. The decision was made on June 23, 2025 as part of the execution of the presidential order for the advanced development of the Far Eastern Federal District.
The nuclear power plant project is included in the general layout of electricity facilities until 2042, which the Russian government approved in December 2024. It is planned to build two power units of the VVER-1000 type with a capacity of 1000 MW each.
According to the approved construction schedule, the pouring of the first concrete at the site of power unit No. 1 is scheduled for December 2027. Commissioning of the first power unit is scheduled for 2033, the second - for 2035.
The Government of the Primorsky Territory has agreed on a declaration of intent to invest in the construction of power units No. 1 and No. 2 of the Primorsky NPP with an installed electric capacity of 2 GW. Several options for possible site locations have been identified.
According to the preliminary analysis of natural conditions, the most promising site is near the closed administrative-territorial formation of Fokino. The final selection of the site and its justification will be carried out during the development of the justification of investments in the construction of the Primorsky NPP.
By the end of 2025, it is planned to hold public hearings on the placement of the nuclear power plant. Two 500 kV power lines with a total length of more than 200 km will be connected to the power units.
The implementation of the Primorsky NPP construction project will ensure a stable supply of electricity for all categories of consumers in the region. The station will give a powerful impetus for the social and industrial development of the Primorsky Territory.[1]
