2025: Sentence - imprisonment for fraud with compulsory medical insurance funds for ₽7 million
The verdict in the case of embezzlement of about ₽7 million from compulsory medical insurance was issued by the Gorno-Altai City Court against two doctors of a private clinic. Health workers were found guilty of fraudulent activities related to the fictitious provision of medical services, and sentenced to imprisonment with serving sentences in correctional colonies of the general regime. This became known on June 25, 2025.
According to Bankfax, the criminal scheme operated in 2018-2019 in one of the medical organizations of the Altai Republic. The deputy chief physician and his subordinate organized fraudulent activities to illegally receive funds under the compulsory health insurance program.
The mechanism of the crime was to enter inaccurate information into the medical documentation of patients. The accused distorted information about the volume and nature of the medical services provided. Forged documents were sent to the territorial compulsory health insurance fund and insurance companies to receive payments.
According to the judicial file cabinet, the accused are Yevgeny Pupyev and Vitaly Togusteev. They were charged under Part 4 of Article 159 of the Criminal Code of Russia, which provides for liability for fraud. The criminal case entered the court in February 2023.
Pupyev and Togusteev worked in the private clinic "Harmony of Health." Pupyev at the same time headed the otorhinolaryngological department of the Altai Republican Hospital. Doctors during the trial did not recognize the charges against them of committing fraudulent actions.
State the prosecutor insisted that the defendants be sentenced to real imprisonment. The court supported the position of the prosecutor's office and sentenced doctors to serve their sentences in general regime correctional colonies. The amount of penalties imposed was not disclosed.[1]
