Project technologies in automation of housing and public utilities or the history of one implementation in UK "Vedis Komfort"

Specialists of 1C:VDGB company carry out pilot implementation of the new industry 1C: Housing and Public Utilities Enterprise Management software product in young Management Company "Vedis Komfort" for the purpose of check of its functionality in actual practice. The information system of UK "Vedis Komfort" is brought into trial operation and continues to develop.
The Vedis Komfort management company is included into Vedis Group. The company was created in 2009. Today Vedis Komfort exercises professional control of apartment houses and the adjacent territory in the 52nd residential district "Marfino" and LDC Alekseevo. Further management of LDC Nakhimovo and LDC Yurlovo is planned.
The management company is, first of all, a necessary tool for providing comfortable and cozy conditions of accommodation of inhabitants today. The company uses the advanced equipment and the modern equipment in the work to help residents to eliminate all arising everyday and technical issues. Quite naturally that before company management Vedis Komfort there was a question of need of implementation of the modern ERP system allowing to provide timely all necessary information for implementation of management processes.
In turn, with the advent of large management companies in the field of housing and public utilities, before developer company of drawing solutions for the enterprises of housing sector "1C:VDGB", in 2009 sharply there was a question of need of creation of complete industry solution based on the 1C: Manufacturing Enterprise Management 8 software product. To modern management companies automation only of accounting and operational calculations for housing and communal services is already insufficient. For optimization of management there was a need to see all chain of business processes in an information system: from delivery of houses in operation to assessment of activities for management of apartment residential complexes.
When choosing as a basis for creation of own automation system of the software product on the platform of 1C the management of UK "Vedis Komfort" took the following criteria into account:
- flexibility and scalability of the 1C:Enterprise 8 platform allowing to support all range of information systems: from single-user to client-server and geographically distributed solutions;
- a significant amount of industry solutions and real implementations in the field of housing and public utilities;
- high-quality study of requirements of legal acts of the Russian Federation when implementing the corresponding functionality of standard solutions;
- existence of an effective system of the help, support and maintenance of users of software products 1C;
- existence of enough skilled staff in labor market, not one year working with programs 1C.
The main selection terms of the partner contractor for creation of an integrated automated control system activities for management of apartment residential complexes became:

These programs are successfully used by the enterprises of housing sector more than 5 years.
- The competences of specialists "1C:VDGB" received as a result of long-term practice of automation of accounting and management of large enterprises of the public and private sector.
The 1C:VDGB company is a developer of the drawing 1C: Housing and Public Utilities Enterprise Management software product based on "1C:Enterprise 8. Management of manufacturing enterprise".
The combination of business interests of both parties led in April, 2010 to initiation of an implementation project of the drawing industry solution developed by 1C:VDGB company in Vedis Komfort management company. Combination of a traditional theoretical development approach of functionality of the drawing software product with its parallel practical implementation allowed to bring closer as much as possible basic functionality of the drawing solution to real needs of end users.
For project implementation by the Parties the technology of pilot implementation was selected. At serious increase in the risks connected with simultaneous building of business processes of a type of activity, new to the Customer, and debugging of functionality of the new software product, such technology gave to both Parties indisputable several advantages.
Advantages to the Customer:
- an opportunity to make use of "others" useful experience and ready business processes which are already included in functionality of the drawing solution;
- the industry solution implemented in the company is as close as possible to the drawing solution that gives the chance to reduce subsequent costs by maintenance of an information system;
- reduction of risk of dependence on the unique specialists of the contractor knowing a new drawing solution.
Advantages to the Developer:
- possibility of operational correction of the revealed shortcomings and errors of functionality of the drawing solution at consecutive start of subsystems in operation at the real client;
- the maximum check on real data of working capacity and convenience of operation of the created drawing product.
Success of a pilot project in many respects depended on competent step-by-step planning of start in operation of the functionality required to the Customer and was strictly tied to time frames of need of obtaining results of automation of certain processes of UK "Vedis Komfort". So the first subsystems had to be brought into operation since July, 2010.
On the solution of priorities of automation on accounting of premises, their owners taking into account a type of property, registration of the living persons and to opening of personal accounts 2 months left, and since July, 2010 the software product was put into operation. Today Vedis Komfort Ltd put into operation and operates LDC Alekseevo and LDC Marfino. Regarding automation and creation of an information system of the company are successfully implemented and the following subsystems of the drawing solution function:
- Accounting of the property which is in management (buildings, apartments, offices, common areas, parkings);
- Accounting of owners of property and contracted work with owners of property;
- Passport accounting;
- Work with personal accounts;
- Calculations and charges for the provided services;
- Work with inhabitants. Holding general meetings;
- Accounting and tax accounting;
- Conducting personnel records and payroll.
Along with implementation of an information system big organizational work on debugging of business processes and formation of rules on their implementation by contractors and reflection of information in automated information system of UK "Vedis Komfort", based on the 1C: Housing and Public Utilities Enterprise Management software product is carried out.
Today about 20 users work with an information system.
In the nearest future it is going to put into operation subsystems on accounting of utility infrastructure, technical repair and service, lease and quality control of rendering services and also to complete the works on automatic integration with control systems of metering devices and all systems of collecting of payments required to the Customer from terminals.
