Rosseti Moscow Region is increasingly getting off the SAP needle: now property management is being transferred to 1C

As TAdviser discovered in early July 2025, Rosseti Moscow Region (formerly MOESK, part of the Rosseti group) decided to automate the management of the company's property on a domestic platform. For the creation of the corresponding system, the customer is ready to pay almost 178 million rubles, follows from the procurement card on the public procurement portal[1]. It is planned to summarize the selection of the supplier in early August.

The published statement of work states that at the moment automated management of the company's property is carried out on the basis of the SAP ERP software product, the RE-FX module. It is necessary to organize this process on the basis of a software product included in the register of Russian software.

Among the goals of the project is given, among other things, the elimination of risks of sanctions pressure by transferring the system to a domestic platform. At the same time, the company wants to get broader functionality than in an SAP-based system: increasing the number of automated accounting functions is also among the goals. In addition, Rosseti Moscow Region expects to minimize time and human resources to support the system, reduce operating costs and cost of ownership.

Rosseti Moscow Region stops managing property using SAP software

Apparently, within the framework of the project, a system based on 1C software will be created: Rosseti Moskovsky Region already uses 1C:ERP Holding Management, and the requirements for the qualification of the contractor's specialists require expertise in working with 1C software. In the process of setting up the system, the standard functionality of the 1C:ERP Holding Management configuration available to the customer should be used as much as possible, the technical requirements say.

The new solution will include the following subsystems: "Object Accounting," "Maintaining Title and Title Documents," "Reporting," "Integration." Integration with internal and external information systems should be carried out through the corporate integration bus Datareon.

The system must support a multi-user mode of operation - at least 1.5 thousand users.

The total duration of the work is 21 months from the date of signing the contract with the contractor.

The property that the company will manage using the new system, it has a lot. For example, the Rosseti Moscow Region energy management includes 608 high-voltage power centers with a total capacity of 48.4 thousand. MBA, 32.5 thousand substations of distribution networks with a total capacity of 22.9 thousand MVA, 17 thousand km of high-voltage (35-500 kV) power lines and 124 thousand km of distribution (0.4-20 kV) power lines.

Rosseti Moscow Region, recall, is one of the largest distribution power grid companies in Russia. Its main activities are the provision of services for the transmission of electric energy and the technological connection of consumers to electric networks in Moscow and the Moscow region. The company also provides additional services for technological connection, etc. The service area is 47 thousand square meters. km, with a population of more than 19 million people. The number of Rosseti Moscow Region personnel is over 15 thousand people.

The transfer of property accounting to a domestic solution is another step of Rosseti Moscow Region to systematically abandon SAP solutions that the company has used for a long time. So, in 2024, the company launched a large-scale project to transfer accounting and tax accounting from SAP to Russian software. Then the winner was a collective participant, including three companies from the Belgorod region: "Digital Choice," "Applied Solutions" and "Matrix." More on this project here.

Even earlier, in April 2024, for example, following the results of the competition, the company entered into a state contract with a volume of about 371 million rubles for the creation of an automated system for managing the provision of technological connection services on a domestic platform. And all this is within the framework of the global course of Rosseti to abandon the solutions of the German vendor.
