2025: Sentence - 8.5 years in prison for bribes from the general director of the plant for the production of radiation monitoring systems "Impulse"

On July 23, 2023 Investigative Committee of the Russian Federation , he announced that the court had sentenced the former head of the 5481st military mission Ministry of Defence Russia , Sergei Bolgarev. He received 8.5 years in prison for bribes.

The case file says that in 2017-2023, contracts for the supply of communication devices totaling more than 500 million rubles were concluded between the Russian Ministry of Defense and Pyatigorsk Plant Impulse OJSC. At the same time, control over the quality and technical acceptance of purchased products was assigned to Bolgarev. Products were received, among other things, in units participating in hostilities.

The investigation established that under the pretext of general patronage in the execution of contracts, Bolgarev received bribes from the general director of the Impulse plant Sergei Kuzmenko totaling over 14 million rubles. During the investigation of the case by military investigators, witnesses were interrogated, searches and seizures were carried out, documentation was examined and other evidence of the defendant's involvement in the crime was collected. In order to ensure the sentence in terms of the recovery of a fine, civil claim and property recovery, the court seized Bolgarev's property for a total amount of over 36 million rubles.

Charges were brought under Part 6 of Art. 290 of the Criminal Code - taking a bribe on an especially large scale. Such acts are punishable by imprisonment for up to 15 years. Bolgarev received 8 years and 6 months with serving in a maximum security correctional colony. The court also recovered from him the state property at the expense of the previously arrested property illegally received income in the amount of more than 14 million rubles.

The evidence collected by the military investigating authorities of the Investigative Committee of the Russian Federation was recognized by the court as sufficient to convict the former head of the military mission Sergei Bolgarev, the UK said in a statement.[1]
