2025: Project Announcement
The ВЭБ.РФ State Development Corporation will finance the construction of the Miracle Baikal hotel complex on the shores of a lake in Buryatia with a total value of ₽18,9 billion, providing preferential financing in the amount of ₽15 billion. A five-star complex with 654 rooms will be located in the village of Goryachinsk and will become part of the development of the region's tourism infrastructure, the press service of the Buryatia government said on July 24, 2025.
According to TASS, the implementation of the project is aimed at developing the tourist infrastructure of the Baikal Harbor special economic zone of the tourist and recreational type. The year-round hotel complex will be located on the shore of Lake Baikal, 175 kilometers northeast of Ulan-Ude.
ВЭБ.РФ Managing Director Timur Temirgaliev noted that the new hotel complex will make a significant contribution to the creation of tourism infrastructure and the development of health tourism. Baikal is a popular tourist route, and the unique nature of the lake, local culture, the development of the transport system and the creation of modern accommodation places will ensure the repeated growth of tourist flows to the region.
The business plan of the project provides for the creation of a hotel, a thermal complex with a center for oriental medicine and a sports and entertainment complex. This concept will allow you to offer tourists a comprehensive vacation with opportunities for treatment and active pastime.
The government of Buryatia emphasized the special natural advantages of the chosen location. In the village of Goryachinsk, a unique microclimate was formed - warm in winter and cool in summer. The territory has sandy beaches, a picturesque bay, ozonized sea air and hot springs, which creates ideal conditions for recreation and treatment.
The only official beach on the shores of Lake Baikal adjoins the territory of the complex. This circumstance gives the project additional uniqueness and attractiveness for potential guests, providing exclusive access to the coastline of the sacred lake.[1]
