Moscow state examination removed Oracle DBMS and switched to Russian software

Moscow State Expert Review completed the migration of the automated information system (AIS) "Standard" the Americandatabase management systems Oracle from to domestic. DBMS Postgres Pro Standard The project to switch to Russian software was implemented by the company "," Aibim which transferred 100 gigabytes of data and 152 procedures in six months. This was announced by the company on July 25, 2025.

The decision to transfer the system from Oracle to the Russian DBMS was made by the organization's management in 2021. Initially, this choice was led by the incomparably high cost of ownership and implementation of a fault-tolerant architecture on the Oracle platform compared to Postgres Pro.

At the project planning stage, the cost of Oracle exceeded the Russian analogue by about three times. After changes in Russian legislation, according to which a ban was imposed on the operation of software by foreign developers in state-owned companies, migration to the domestic DBMS became a priority.

The main goal of the project was to preserve the reliability of information when transferring from an old database to Postgres Pro. It was important to maintain data integrity, avoid losses during migration, completely migrate the business logic of the system unchanged, and avoid downtime.

AIS "Standard" provides the construction complex of Moscow with up-to-date information on the composition and cost of construction and installation work. The information system is critical for the urban development complex of the metropolis, since on the basis of its data, all construction projects and works financed from budgetary funds are assessed.

The system serves as a single data source for commercial software used to compile construction estimates. The peculiarity of AIS is that the solution performs both transactional and analytical functions.^[1]
