The Federal Migration Service of the Russian Federation implements the system of the analytical reporting

The FORS company completed the second stage of works on development of an automated system of the analytical reporting of the state information system of migration registration in Federal Migration Service of the Russian Federation (FMS of Russia), on the Oracle Business Intelligence platform.

Project

The project took off in July, 2010. For effective conducting and planning of a sales activity of state policy in the field of migration and implementation of law-enforcement functions along with control, supervision and providing public services in the field of migration, it is necessary to analyze large volumes of versatile, slozhnostrukturirovanny information what standard means of office automation cannot cope with. For the specialized tool of the class Business Intelligence implementing a possibility of creation of analytical and statistic reports on the basis of a huge array of the consolidated data which are contained in storage and arriving from different sources of information is used.

Previously

The Automated System of the Analytical Reporting (ASAR) of the customer is created within the first stage of a system by other contractor and included at the time of start of the current project a number of the finished functional parts: uniform data warehouse; the mechanism of report generation and tools for the publication of reports on the portal. FORS companies should be expanded significantly functionality of a system due to integration with additional data sources.

Within the public contract works on the analysis of systems data sources, development of interaction interfaces with them, to design of data structures and algorithms of loading of historical (retrospective) data for the last periods, development of solutions on implementation of regulated reports according to the requirements recorded in Technical specifications and some other works were carried out.

Results of the second stage

• consolidation of large volumes of diverse these several accounting systems is made;
• the automated formation and submission of the regulated statistical and analytical management reporting on the basis of up-to-date and retrospective data is provided;
• the tool on preparation of the regulated and any reports is provided to the staff of FMS of Russia;

decrease in waiting time of report execution and requests is provided;

• training is provided and access to a system in addition is provided to 50 more users in different territorial subdivisions of FMS of Russia.

"We received really reliable and hi-tech tool allowing to analyze data on a migration situation in any cuts. Auxiliary non-automated transactions are minimized, now our efforts are focused on preparation of recommendations and taking measures in the field of migration policy their results affected as much as possible favorably socio-political and economic spheres of life of our society", - the chief of information Management of FMS of Russia A.O. In addition, the project is interesting also that development of the data warehouse and functionality of ASAO allowed to receive the uniform tool for reconciliation of quality of information arriving from the main information systems of FMS of Russia, to provide completeness, reliability and updating of reporting data", - Evgeny Kurilovich, the manager of projects of department of analytical technologies from the company contractor specifies.

Specifics

Feature of the project was that as a result of its implementation the customer received not a just automated system for monitoring of a migration situation in the territory of the Russian Federation and the operational analysis of key indicators of the activity, but also the powerful tool for modeling and forecasting of development of a migration situation in general allowing to react quickly to quickly changing situation in the field of migration, to take timely measures for warning of undesirable trends, to provide achievement of the specific results significant from the point of view of society. It is planned that further in process of ensuring closer interdepartmental interaction the analytical system of FMS of Russia will become a part of a single State Information System.

Expectations

In 2011 the 3rd stage of development of ASAO FMS of Russia within which it is supposed to provide replication of the solution in regional bodies, to expand structure of the used data using geomodel for display of indicators on the Russia map and also mechanisms of forecasting and tracking of the hidden patterns between them on the basis of Oracle Data Mining is planned.
