2025: Charge of taking bribes

As it became known on August 12, 2025, the former head of the 27th Central Research Institute of the Russian Ministry of Defense Igor Rutko is accused of taking bribes and abuse of office.

According to RIA Novosti, citing a representative of the Moscow Garrison Military Court, Rutko passes through five episodes under Part 6 of Article 290 of the Criminal Code of the Russian Federation (receiving a bribe on an especially large scale), two episodes under paragraphs "a," "in" part 5 of article 290 of the Criminal Code of the Russian Federation (receiving a bribe on a large scale by a group of persons by prior conspiracy), as well as under paragraphs "d," "e" of part 3 of article 286 of the Criminal Code of the Russian Federation (abuse of office by a group of persons of selfish or other personal interest).

The TASS agency, citing the materials of the case, clarifies that Igor Rutko is accused of taking bribes in the amount of about 30 million rubles. According to investigators, in 2014 Rutko created a special group to carry out work on updating topographic maps for India. Senior researcher Igor Bobrov developed a plan for a corruption scheme and suggested that Rutko and former chief researcher Yevgeny Dolgov create an organized criminal group.

The investigation believes that Bobrov was looking for employees who were ready to enter the group for a bribe, and Dolgov signed documents on the appointment of allowances. Rutko provided general patronage, affecting the amount of payments. The amount of bribes, according to the prosecution, directly depended on the amount of monthly allowances, adds TASS.

As indicated on the website of the Ministry of Defense, the 27th Central Research Institute is designed to conduct comprehensive research and solve operational tasks in the field:

  • automation and improvement of the automated control system (ACS) of the RF Armed Forces;
  • development and improvement of topogeodetic and navigation support (TGNO) of the RF Armed Forces;
