The Social Fund of Russia will carry out a large-scale modernization of the information security system for ₽869 million

The Social Fund of Russia has launched a procedure for large-scale modernization of the Information Security Event Management subsystem (PUSIB TCMIB). The project provides for the purchase and implementation of domestic software to strengthen the cyber defense of a state organization. The terms of reference were published on the public procurement portal on August 27, 2025.
According to CNews, the modernization is being carried out as part of the implementation of the Comprehensive Departmental Digital Transformation Program for 2025-2027. in order to expand the capabilities to prevent, detect and suppress cybercrime. It is planned to spend 869 million rubles on the work and purchase of software.
The updated system includes five key technological components: information security event monitoring, vulnerability management, compliance control with information security standards, advanced threat detection and response, tiered protection against malicious content. Each element performs specialized functions - from collecting and correlating security events to behavioral analysis of files and network traffic.
The implementation of the project will make it possible to achieve key indicators of the digital transformation of the EME: equipping 40% of information systems with new generation domestic monitoring tools, providing 34% of employees with information leakage prevention tools, and using 100% of Russian information protection tools.
The cost of software licenses varies significantly - the most expensive solution will cost ₽53 million per unit, the rest of the components cost from ₽3 million to ₽19 million. All software products must be presented in the form of simple non-exclusive licenses for a period of at least 12 months and comply with the requirements of the Decree of the Government of Russia No. 1236 on the register of Russian software.[1]
