2025: Appointment of Neural Network as Minister in Albania
In mid-September 2025, it became known that artificial intelligence was appointed to the post of minister in Albania for the first time in the world. A neural network called Diella (meaning "sun" in Albanian) will be responsible for government procurement.
Prime Minister Edi Rama said Diella would make Albania "a country where state tenders are 100% shielded from corruption." AI will be open-minded about each purchase in which the government contracts with private companies, and objectively evaluate the proposals of participants. Diella is expected to rule out bribes, threats and conflicts of interest.
According to The Guardian, state tenders have long been a source of corruption scandals in Albania. The country, according to some experts, is the center of the activities of international gangs laundering money obtained from the trade in drugs and weapons. It is alleged that bribery in Albania even penetrated the upper echelons of power.
It is assumed that the appointment of Diella as the minister in charge of public procurement will help partially improve the situation with corruption. As Rama noted, after the introduction of AI, responsibility for determining the winners of state tenders will be gradually removed from government departments. The new approach will ensure that "all government spending under tender procedures is 100% transparent."
The Diella AI assistant has been advising users of the state portal e-Albania since January 2025, helping them through voice commands to solve the entire range of bureaucratic issues related to the use of approximately 95% of public services that are provided to citizens in digital format. At the e-Albania venue, Diella's assistant is dressed in a traditional Albanian suit.[1]
