Mikhail Zurabov was born on October 3, 1953 in Leningrad (St. Petersburg).
Education
In 1975 he graduated from the Moscow Institute of Management. S. Ordzhonikidze, in 1981 - graduate school of the All-Union Research Institute of System Research. Until 1988, he was engaged in scientific work; took part in the elimination of the consequences of the accident at the Chernobyl nuclear power plant.
Career
1998-2007
From May to November 1998, he served as First Deputy Minister of Health of the Russian Federation. From March 9, 2004 to September 24, 2007 he served as Minister of Health and Social Development of the Russian Federation.
2025
Appointment as CEO of Max Insurance Company
At the end of September 2025, it became known that Moscow Joint Stock Insurance Company (Max JSC) former Minister health care Russia Mikhail Zurabov was appointed to the post of Director General. In the new position, he replaced, Nadezhda Martyanova which headed the "Max" since 2000.
Earlier, Zurabov had already worked in the Max group. In particular, he was its general director from 1992 to 1998, and from 1994 to 1998 he also headed the Medical Joint Stock Insurance Company (Max-M). In 2021, information appeared that Zurabov returned to the Max company as its president. At that time, his family members owned a 40.7% stake in the insurer.
The Max Insurance Group, established in 1992, operates on all major types of voluntary and compulsory insurance, including compulsory medical insurance through its subsidiary Max-M. The company is a member of the All-Russian Union of Insurers (VSS), the Russian Union of Auto Insurers (RSA), the National Union of Liability Insurers (NSSO), the Russian Anti-Terrorist Insurance Pool (RATSP) and the Russian Association of Aviation and Space Insurers (RAAX). Max has a loss settlement center, a quality control center, a customer monitoring system, etc.[1]
