2025: Building a digital platform to monitor the hospitality industry

Rostelecom has developed a digital platform that, based on big data using artificial intelligence technologies, structures and analyzes information from various thematic sources (social networks, travel aggregators and others) about possible locations for tourists in a given territory. The company announced this on October 22, 2025. Convenient visualization of data according to the digital twin model will be useful for the structures of regional authorities and municipalities responsible for the development of the hospitality industry. These platforms will be useful for increasing the tourist attractiveness of territories, ensuring the safety of guests and expanding the tax base.

The platform collects information to monitor compliance with the legislative requirements for the classification of accommodation facilities - hotels, guest houses and other facilities for temporary accommodation of tourists. Thanks to this decision, the authorized bodies receive reliable information about all potential places in which guests of the settlement can stay. When creating the platform, all aspects necessary to organize effective control over compliance with the requirements of the Tax Code of the Russian Federation, federal laws "On the protection of consumer rights" and "On the basics of tourist activities in the Russian Federation" were taken into account.

A pilot project to use the platform in real conditions was implemented on the territory of the Tashtagolsky district of the Kemerovo region. The task of the municipality was to draw up the maximum possible list of guest houses (means of accommodating tourists) on the territory of the urban-type village of Sheregesh (within the framework of the federal law of No. 127-FZ of 07.06.2025 "On conducting an experiment on the provision of guest house services"). Sheregesh is known far beyond Kuzbass as a ski resort.

Using AI technology, the platform automated the search, analysis and structuring of information from various online sources, and also implemented the visualization of this data on a digital twin. According to the results of the pilot project, the list includes more than 1000 Sheregesh guest houses with data on the location, type of permitted use of the land plot, the number of possible guests and other necessary information.
