The Moscow Metro is replacing foreign operating systems and database management systems with Russian counterparts with a project budget of ₽364,8 million. CNews announced this on October 28, 2025 with reference to the terms of reference published on the public procurement website.

The replacement will take place with the domestic Astra Linux operating system and the Postgres Pro database management system. State Unitary Enterprise "Moscow Metro" accepts applications for participation in the tender until November 7, 2025. The results of the competition will be announced on November 11.

It is planned to supply more than 1200 licenses of the general-purpose operating system Astra Linux Special Edition and over 6,000 licenses of the embedded operating system Astra Linux Special Edition Embedded for various automation devices. The list includes the Astra Linux Special Edition network operating system and Postgres Pro Enterprise Certified and Postgres Pro Certified database management systems with a total of more than 170 licenses.

Import substitution covers the devices of passenger automation of the ticket system of urban passenger transport. The scale of the project indicates a comprehensive transformation of the metro's IT infrastructure.

The specific names of the import-substituted software were not specified in the documents. It can be assumed that the American-made Oracle database DBMS will fall under the replacement. According to the organization's old tenders, the purchase of this software was carried out by the subway at the end of December 2016. The initial purchase cost was ₽75,2 million.

The customer purchased 34 perpetual licenses for Oracle Database Enterprise Edition. They were used to operate the ACS FHD system, which works with databases from Oracle. In nine years of operation, the system has become a critical element of the subway infrastructure.[1]
