Biography
1985-2019
Astan Mitsiev was born in 1985 in Vladikavkaz. In 2007, he graduated from the North Ossetian State Medical Academy (SOGMA) with a degree in medical medicine. He underwent professional training and advanced training on the basis of the Russian Academy of National Economy and Public Administration under the President of the Russian Federation, the National Research University "Higher School of Economics." He has a doctorate in medical sciences. He was awarded an honorary diploma of the Federation Council of the Russian Federation, an honorary diploma of the RSO - Alania, an honorary diploma of the Parliament of the RSO - Alania, the Order of Pirogov.
Since 2016, Mitsiev served as deputy chief physician for work in the compulsory medical insurance system of the Ambulance Station of the Ministry of Health of the Republic of North Ossetia - Alania, and then moved to the post of acting head physician of the institution. At the end of 2016, he began working as deputy chief physician of the Republican Clinical Emergency Hospital of the Ministry of Health of the region. From 2017 to 2019, he served as the chief physician of this institution. In June 2019, he was appointed to the post of chief physician of the Republican Clinical Hospital.
2025: Appointment as Head of the Ministry of Health
On November 1, 2025, the acting head of the Ministry of Health of North Ossetia was appointed the chief physician of the Republican Clinical Hospital Astan Mitsiev. In this position, he replaced Soslan Tebiev, who headed the department since 2022.

The previous head of the Republican Ministry of Health, Soslan Tebiev, has been appointed state adviser to the head of North Ossetia since October 31, 2025.[1]
