2025: Sentence - 3 years in prison for the purchase of unnecessary drugs for 46.7 million rubles

On November 13, 2025, the Sovetsky District Court of the city of Orel found the former deputy head of the health department of the Oryol region Svetlana Zhirova guilty and sentenced her to 3 years in prison in a general regime colony.

The information is confirmed by a TASS correspondent who was present in the courtroom. The charge, which in its final debate insisted on 7 years in prison, was significantly mitigated by the court.

The criminal case was initiated under Part 3 of Art. 285 of the Criminal Code of the Russian Federation (abuse of office). The investigation and the prosecutor's office found that in the period from 2019 to 2022, Svetlana Zhirova, who combined the post of deputy head of the department with the leadership of the contract service, organized systemic purchases of drugs.

According to the prosecution, these purchases were carried out not for the real provision of medical needs, but formally - for the sole purpose of creating the appearance of the development of budget allocations allocated for the program of preferential drug provision. The volume of medicines purchased in this way was not correlated with the actual need for them.

As a result of these actions, according to the regional prosecutor's office, unclaimed medicines totaling 46.7 million rubles were in the warehouses. The shelf life of these drugs has expired, which led to their complete unsuitability and write-off.

In addition to the direct financial damage caused to federal and regional budgets, the case also emphasizes social harm. The rights of residents of the Oryol region were violated, who, as follows from the case file, did not receive timely and free medical care due to lack of necessary drugs.[1]
