2025: Building the System

In November 2025 Ministry of Digital Development, Communications and Mass Media RUSSIAN FEDERATION , it announced the creation of a unified state communication system for the secure exchange of information. The draft document is published on the federal portal of regulatory legal acts.

According to Interfax, the goal of the initiative is to form a secure telecommunications infrastructure for interaction between federal and regional authorities, as well as organizations of strategic importance for the country's economy and security. The press service of the Ministry of Digital Development explained that the existing communication networks do not fully provide stable and secure information interaction.

The telecommunication basis of the state system will be dedicated and technological communication networks, as well as operator capacities used by subjects of critical information infrastructure (CII). The infrastructure will also include organizational and technical management and information security monitoring systems.

The bill will determine the procedure for using the system, the powers of the president and government in the field of its functioning, as well as funding mechanisms. The department clarified that users of the system are divided into two categories. The first includes state bodies, the list and order of connection of which is approved by the president. The second category includes other state bodies, subjects of CII and other organizations determined by the government.

State bodies from both categories will use the system free of charge. For other organizations of the second category, access will be provided for a fee in the manner established by the government.^[1]
