2025: Confiscation of property worth 1.6 billion rubles

In November 2025, the Nagatinsky District Court of the capital satisfied the claim Prosecutor General's Office RUSSIAN FEDERATION and decided to confiscate the property of the former deputy head Federal Service for Environmental, Technological and Nuclear Supervision Dmitry Frolov, as well as individuals associated with him. The total value of the seized property exceeds 1.6 billion rubles.

According to the Prosecutor General's Office, in the period from 2012 to 2023, Frolov acquired more than 40 elite real estate objects and seven expensive cars. The total amount of these purchases amounted to over 500 million rubles. To conceal his real financial situation and evade declaration, the official formalized property rights to close relatives and third parties. As an example, the Prosecutor General's Office points out the registration of a land plot with a house in the cottage village "Cote d'Azur" on the banks of the Pestovsky reservoir to the official's mother. The market value of this property is estimated at more than 100 million rubles.

In addition, according to RBC, the former deputy head of Rostekhnadzor invested at least 800 million rubles in securities. His investment portfolio included over 40 shares and bonds, including securities from foreign issuers such as The Arab Republic of Egypt, Okta A and Petroleos Mexicanos.

The resignation of Dmitry Frolov from the post of deputy head of Rostekhnadzor took place in July 2024, but the department continued to monitor his expenses. During the audit, no evidence was presented of the acquisition of the specified property for legal income. On this basis, a lawsuit was filed for the conversion of all identified property to state revenue. According to the department, at the request of the prosecutor, the court decision is subject to immediate execution.[1]
