2025: Russia launches new ₽366 billion fedproject to develop regional airports

In 2025, the federal project "Development of the support network of airfields" was launched in Russia with budget funding in the amount of ₽366 billion. This was reported by the press service of the Ministry of Transport of Russia in November 2025.

The allocated budgetary funds are not enough to implement the planned volumes of construction and reconstruction of infrastructure. To fulfill the full modernization program, it is necessary to attract private investment in the amount of about ₽128 billion under the concession scheme. The total funding for the project in the period 2025-2030 is estimated by the Ministry of Transport at more than ₽522 billion, including ₽29 billion from regional budgets.

A new federal project worth ₽366 billion has begun in Russia to modernize regional airports

The concession mechanism will allow in a short time to provide the necessary funding to expand the infrastructure modernization program. All work is aimed at improving flight safety and improving the quality of services at airports. Deputy Head of the Federal Air Transport Agency Natalya Andrianova emphasized that the main innovation of the project is the use of various mechanisms for the development of airfield infrastructure within the framework of concession agreements, while earlier funding was carried out almost exclusively at the expense of the state budget.

To attract additional funds, the Ministry of Transport and the Federal Air Transport Agency have developed a bill on the introduction of infrastructure collection. The amount of collection is limited by a certain limit to contain the rise in air ticket prices. It is assumed that Russian and foreign carriers will collect and its subsequent transfer on both international and domestic airlines.

The infrastructure fee is planned to be introduced only at the airports of the holdings, which will allow accumulating funds for the reconstruction of the infrastructure without a significant increase in the cost of the air ticket. The average fee from the airline will be ₽150 per air ticket. The collected funds will be accumulated in the Federal State Unitary Enterprise "Administration of Civil Airports," subordinate to the Federal Air Transport Agency, after which they will be used to compensate for the concessionaire's costs to cover loan financing.[1]
