2025: Sentence - 21 years in prison for financing the Armed Forces of Ukraine, preparing sabotage and cyber attacks on Russian Post

On December 4, 2025, the Moscow Regional Court found Artem Khoroshilov, a hacker-physicist from Noginsk, guilty of treason. He received 21 years in prison for financing the Armed Forces of Ukraine, organizing cyber attacks on the Russian Post and preparing sabotage.

The court found that the candidate of physical and mathematical sciences Khoroshilov, included by Rosfinmonitoring in the list of terrorists and extremists, no later than January 17, 2022, had ripened a criminal intent to provide financial assistance to Ukraine and organizations sponsoring its armed formations.

To implement this intent, from January to December 2022, he made bank transfers in the amount of over 34 thousand rubles, and also carried out cryptocurrency transactions totaling more than 650 thousand rubles.

In the period from May to August 2022, Khoroshilov downloaded malicious software to his personal computer, which he subsequently used to organize DDoS attacks on the information resources of Russian Post JSC.

At the same time, he was preparing for sabotage on the transport infrastructure: he took photographs of the railway section, picked up instructions for the manufacture of explosives and an explosive device on the network, and also purchased and stored the materials necessary for their production until they were seized.

The court agreed with the position of the state prosecutor on the proof of guilt of the defendant under Art. 275 of the Criminal Code (high treason), part 4 of Art. 274.1 of the Criminal Code of the Russian Federation (unlawful impact on the critical information infrastructure of the Russian Federation), part 1 of Art. 30 part 1 Art. 281 of the Criminal Code (preparation for sabotage), part 1 of Art. 30 part 1 of Art. 223.1 of the Criminal Code of the Russian Federation (preparation for the illegal manufacture of explosives and explosive devices).

In addition to imprisonment, Khoroshilov was sentenced to a fine of 700 thousand rubles.[1][2][3][4][5]
