2025: Prison sentence for theft from Roscosmos 150 million rubles during the development of batteries
On December 9, 2025, the Moscow City Court sentenced the former heads of the Center for Advanced Technologies and Equipment (CPTA). The defendants received prison sentences in the case of embezzlement of over 150 million rubles from Roscosmos as part of a contract for the creation of a powerful battery for the military-space industry.
The contract in question was concluded between CJSC CPTA and Roskosmos. The project provided for development work, as a result of which from April 2013 to November 2015 it was planned to develop a 1000 W battery. However, instead of creating a completely new power supply, CPTA used existing solutions. At the same time, the state customer was presented with "inaccurate documents on the actual costs incurred," as well as false information about the fulfillment of the terms of the state contract. The money received from the state was stolen through one-day firms.
In the dock were the former general director of CJSC CPTA Raigedas Potsyus, his first deputy Oleg Arkhipenkov, the commercial director of the organization Alexander Sofinsky and the chief designer - the head of the design bureau of CPTA Semyon Shishkin. They were found guilty of fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation). Previously, all the defendants received suspended sentences, but the prosecutor's office appealed against this decision, requesting real prison terms for the named persons. As a result, the Moscow City Court revised the previous decision.
According to the Kommersant newspaper, the court sentenced Shishkin and Sofinsky to real five years in prison, and Potsus and Arkhipenkov to five and a half years in prison. All of them are taken into custody. At the same time, the court refused to satisfy the claim filed by the prosecution in the interests of the state for damages in the amount of 156 million 110 thousand rubles.[1]
