In the Nenets Autonomous Okrug the complete solution on electronic document management is implemented

The administration of the Nenets Autonomous Okrug continues expansion of an electronic document management system "CASE". The project is executed by Ofis-Dok company, the golden dealer of EOS Group.

This project begins the history since 2008. At the first stage specialists of Office Dock LLC automated the main objectives of documentary ensuring management of Administration staff of the Nenets Autonomous Okrug: 70 jobs of EDMS "DELO" are set and also the options "EDS and Enciphering" and "Line Scanning" are implemented.

In 2010 the leaders of the autonomous area made the decision on expansion of application of EDMS and more complete use of opportunities of electronic document management. Due to the beginning of a new stage the Departmental target program "Electronic Document Management of Executive Authorities of the Nenets Autonomous Okrug in 2010" was adopted.

During the course of performance works as specialists of Ofis-Dok company 310 jobs of the CASE system were in addition implemented that allowed to connect to a system all executive authorities of the district to the level of contractors, 50 jobs were provided with the option "Legally Significant Document Flow".

Use of the option "Line Scanning" was widely used. For this purpose the Ofis-Dok company delivered to the district of the 25th highly productive the document scanners of Panasonic.

Jobs of the governor, his deputies and also the first heads of executive bodies of the government of the district were equipped with the innovation product of EOS Group company – EDSIGN which during the work with electronic documents allows to use the same processing procedures and signings of the document which are applied to paper documents. Using EDSIGN process of signing of the electronic document is simple, evident and happens in the usual interface of the Microsoft Word text editor.

Use of EDSIGN allows to overcome the main problem interfering broad application of the EDS in document flow of authorities.

As you know, the file signed with the EDS or a part of the document cannot be changed without violation of the EDS any more, and, therefore, the integrity and the invariance of the text of the document together with identification of the person who signed it is guaranteed to these. Thus, in the electronic document after drawing the EDS it is already impossible to change anything.

In real life of the paper document everything occurs not absolutely so, and the document in fact changes after its signing. It agrees to the processing of documents which developed in authorities, after signing of the document by the first person it is registered, and enter registration details in the text of the document – date and registration number, the seal is set the document. Often the set of signatures of different persons which sign it in a certain sequence is provided in the document. From the normal point of view all these adding in the text of the document cannot be considered as its change in any way. They were provided by a document type, and rules of its design.

The attempt to undergo usual operations of an execution of the document on an electronic form using the EDS leads to, apparently, unsolvable problem. After at least one put-down EDS cannot change the text already, and, therefore, all subsequent signatures will not be able to be reflected in the text of the document any more. The electronic document at once loses in visualization in comparison with the paper document.

EDSIGN solves this problem and provides a possibility of entering of the changes provided by a document type into the text of the document, saving at the same time all advantages of the EDS.

For more complete use of opportunities of EDSIGN, the Ofis-Dok company delivered on jobs of the governor, his deputies and heads of executive bodies of the government of the district of 33 interactive pen Cintiq displays of production of Wacom company who by right are considered as the best among tablet devices of hand-written text entering. Now heads of the district can impose the sign manual directly on the electronic document displayed on the display, and at this moment the document automatically is signed by the EDS.

Thanks to modern EDMS and to complex approach of Ofis-Dok company to needs of the customer, all necessary premises to go to paperless document flow are created. Also automation of personnel office-work is provided in the departmental target program of the Nenets Autonomous Okrug for 2011.
