2025: Sentence - 10.5 years in prison for embezzlement of hundreds of millions of rubles

On December 17, 2025, the Lefortovo District Court of Moscow issued a verdict against the former chairman of the board of NPF First Professional Pension Fund Veteran, chairman of the board of the founder of NPF Novy Vek OPS JSC and the actual head of NPF Pravo Sergei Shakhman. He received 10.5 years in prison for stealing hundreds of millions of rubles from these non-state pension funds.

The civil claim declared by the state corporation Deposit Insurance Agency (DIA) in the interests of NPF First Professional Pension Fund Veteran in the amount of more than 346 million rubles was satisfied in full. The DIA retained the right to file lawsuits in the interests of JSC NPF Novy Vek OPS and NPF Pravo.

The ex-head of three NPFs received 10.5 years in prison for the theft of hundreds of millions of rubles

As the Kommersant newspaper previously reported, law enforcement agencies received a statement from Gazprom Orgenergogaz JSC (part of Gazprom's system) about the embezzlement in 2014-2015 of about 300 million rubles from the Veteran NPF, whose chairman of the board at that time was Shakhman. Gazprom Orgenergogaz JSC was a depositor of Veteran NPF: from 2002 to 2013, the company received funds from the fund to organize pensions for 358 former employees of the company. However, in February 2016, payments stopped. In addition, according to law enforcement agencies, Shakhman was involved in the theft of about 1.3 billion rubles from the accounts of another non-state pension fund - Blagovest. Fraudulent operations were carried out "by concluding fictitious civil transactions with securities."

The Bank of Russia revoked the licenses for pension provision and pension insurance in 2015-2016 due to non-compliance with the regulator's instructions from the listed NPFs.[1]
