2025: Using the service to access Public services abroad

In December 2025, information appeared on plans to provide Russian compatriots living abroad with access to a full range of public services through the digital service "Rodina Map." The development of the project is supervised by Rossotrudnichestvo.

According to Izvestia, the electronic application "Rodina Map" allows you to use a number of public and private services without the need to connect to a VPN. After identification, the user receives a digital signature for obtaining health insurance, opening an account with a Russian bank and other operations.

First Deputy Chairman of the State Duma Committee on CIS Affairs, Eurasian Integration and Relations with Compatriots Konstantin Zatulin announced the need for such a document to consolidate benefits. The initiative was updated after the decision of the Latvian authorities to deport 841 citizens of the Russian Federation, whose residence permits expired by November 2025.

At the same time, Ivan Melnikov, vice president of the International Committee for the Protection of Human Rights, pointed out that digital services do not solve the systemic problems of returnees, such as the lack of comprehensive escort and bureaucratic barriers.[1][2]
