2025: Sentence - 2 years in prison for supplying household appliances instead of medical monitors to the National Medical Research Center named after Turner
In December 2025, the Pushkin District Court of St. Petersburg sentenced in a case of fraud in the supply of medical equipment to the G.I. Turner National Medical Research Center for Pediatric Traumatology and Orthopedics. Instead of devices corresponding to the contract price of about 450 thousand rubles per unit, household appliances worth no more than 40 thousand rubles per piece were delivered to the medical institution.
According to Piter.TV, entrepreneur Igor Khan was sentenced to two years in prison and a fine of 200 thousand rubles. Another person involved, Konstantin Gromov, received three years and a fine of 300 thousand rubles.
According to the prosecutor's office of St. Petersburg, in April 2020, the defendants signed a contract for the supply of eight specialized medical monitors. The discrepancy was discovered by the new administration of the center during the inspection. After conducting a technical examination, the management of the institution appealed to law enforcement agencies.
According to the director of the center, Sergei Vissarionov, fraudsters installed monitors with reduced technical characteristics. This creates serious difficulties for doctors in assessing the condition of patients with severe injuries and orthopedic diseases during radiation diagnostics. Vissarionov stressed that the results obtained with such a diagnosis are extremely important: they are the basis for the development of effective treatment and planning of operations for children with serious pathologies of the musculoskeletal system.
The specialists of the center refused to use household appliances supplied by fraudsters. In addition to the punishments imposed by the court, the convicts are obliged to fully compensate for the material damage caused to the medical institution in the amount of over 3.4 million rubles. According to Piter.TV, the court decision as of December 23, 2025 has not yet entered into force.[1]
