The EDMS implementation project in settlements of the Novgorod region spreads

The administration of the Novgorod region continues expansion of an electronic document management system "CASE" (development of Electronic Office Systems company). The project is kept by Ofis-Dok company - the Golden partner of EOS Group.

From 2003 to 2009 specialists of Office Dock LLC with the assistance of GU "Novgorod Information and Analytical Center" (NIAC) consistently automated about 100 jobs, including the options "EDS and Enciphering" and "Line Scanning" are implemented. At this stage the main objectives of documentary ensuring management of administration staff of area were automated.

In 2010 the committee of information policy of Administration of the Novgorod region, under the leadership of the Chairman of the Committee Ostrovsky Boris Aleksandrovich, announced an initiative about development of EDMS and more complete use of opportunities of electronic document management. Due to the beginning of a new stage big organizational work on connection to a single system of electronic document management of all public authorities was carried out, works on connection to the system of local government authorities are conducted.

153 additional workplaces of the CASE system were as a result implemented, 42 jobs were equipped with the option "EDS and Enciphering" that allowed to organize points of interaction between all public authorities of the Novgorod region. The next stage of development means further expansion increase in number of jobs, replication of a system up to the level of contractors and the organization of legally significant document flow.

2013. Expansive development of a system

On April 2, 2013 the developer company announced continuation of an implementation project of EDMS - in municipal authorities of the region, rural settlements.

Project retrospective

The first stage - 2003: purchase of 5 jobs "CASE Enterprise", a project startup in test operation.

The second stage - 2004 - 2009: purchase of 66 jobs "DELO-web", 29 automated workplace "CASE Enterprise", options of scanning and line scanning. Automation of office-work in Administration of the region.

The third stage - 2010 - 2011: purchase 189 "DELO-web" and also options EDSs, "automated workplace of the Head". Automation of office-work in administrations of districts of the area. Testing of options, preparation of regulations of use of the EDS. Interaction between all public authorities of the Novgorod region is organized.

The fourth stage - 2012: purchase of 36 licenses "CASE Enterprise", 120 jobs "DELO-web" and options "Notification and Notification". Automation of office-work in administrations of districts of the area. Testing of options, preparation of regulations of use of the EDS.

This stage - 2013: expansion of electronic document management on rural settlements. The organization of connection with territorial remote objects on Vip-Net. Connection of EDMS "DELO" to MEDO. The organization of the automated publication of documents on the portal of Administration of the Novgorod region.

Settlements on a wire

In March, 2013 connection of rural settlements is begun, at the same time the administration buys the jobs "DELO-web" and independently implements them. For connection to the database EDMS "DELO" the protected protocol on the basis of VPN with data encryption is used. As a rule, in administration of the rural settlement one-two automated workplaces for document registration, their acceptance and transfer - organizational and administrative document flow are established.

Integration

Within the project integration with the website of administration of the Novgorod region where the automatic publication of documents (orders, regulating documents, resolutions, etc.) after passing of their approval in electronic form in the CASE system will be made is carried out.

Results

Since 2003 in administration of the Novgorod region 390 jobs "DELO-web" and 74 automated workplace "CASE enterprise", a half of which has the option "EDS and Enciphering", are implemented. Now the project proceeds towards systematic increase in jobs.
